Political party «People's Front» supports European integration draft laws, developed by the Ministry of Infrastructure
On December 4, 2017, at the Ministry of Infrastructure of Ukraine there was held a Round Table "Discussion of Transport and Infrastructure Draft Laws Regarding Implementation of the EU Association Agreement". Volodymyr Omelyan, the Minister of Infrastructure of Ukraine, Hugues Mingarelli, EU Ambassador to Ukraine, Head of the EU Delegation to Ukraine, Maksym Burbak, Head of the "People's Front” faction at the Verkhovna Rada (Parliament), Oleksandra Klitina, Head of the Reform Support Team at Ministry of Infrastructure of Ukraine, members of the Parliament, and experts took part in the event.
During the press conference, the Minister of Infrastructure of Ukraine stressed that implementation of the Association Agreement is one of the key tasks on which the Ministry is focused on.
"Transposing the EU legislation to the national laws is one of the main tasks for the Ministry of Infrastructure. Therefore, by virtue of implementation of the EU-Ukraine Association Agreement, the Ministry focuses on the development of primary legislation in the fields of road, rail, inland water transport, and transportation of hazardous goods," Volodymyr Omelyan noted. "Four basic bills have been submitted to the Parliament as follows: on exploitation of motor vehicles, on railway transport, on inland water transport, and on road safety audit. These laws will facilitate implementation of more than a dozen of European directives. I hope that the infrastructure day at the Parliament will be successful."
Maksym Burbak, Head of the "People's Front" faction at Verkhovna Rada (Parliament) stressed that Arseniy Yatsenyuk’s Government did everything to sign the Association Agreement with the EU: "I would like to remind that one of the parts of the Agreement was signed by Arseniy Yatsenyuk in 2014. Then, we undertook the obligation to transpose EU laws into national legislation."
"Concerning infrastructure bills, on behalf of “People's Front” faction I can assure that we will support these legislative initiatives. They are implementing the Association Agreement. We are ready to talk with our coalition partners. We look forward to the support, including from PPB (Petro Poroshenko Bloc). Together we have formed a coalition; together we have delegated our Ministers to the Government and must bear responsibility together. Nevertheless, we also request that other factions find time and discuss these bills in their factions in order to achieve a positive vote in the Parliament," Maksym Burbak added. "I am grateful to the Speaker of the Parliament for introduction of theme days. This engages the Members of the Parliament with the problem significantly. I hope that the soonest theme day will be the day of infrastructure. We must adopt these bills."
In turn, the Minister of Infrastructure stressed on the importance of draft laws submitted to the Parliament: "It is a great honor for me that we have the support of the "People's Front”. I would like to emphasize that these are not mere abstract papers. Each of these draft laws paves a way to the future of Ukraine. If the Law on Rail Transport were adopted in 2014-2015, then there would be a competition on the railway in Ukraine today. If the Law on Inland Waterways were adopted in 2014 or 2015, today we would be able to increase river cargo flow up to 10-15 million tons, create new jobs in shipbuilding, service, and other important sectors of the Ukraine’s economy. The same applies to the Laws on Transportation of Hazardous Goods, Laws on Postal Services. These all are the economy and the European standards in Ukraine."
Hugues Mingarelli, EU Ambassador to Ukraine, Head of the EU Delegation to Ukraine noted that the transport sector is one of the most important components of the Association Agreement: "The European legislation must be transposed into Ukrainian legislation. This is a very complicated work that requires strong cooperation between the Ministry of Infrastructure, the Transport Committee of the Verkhovna Rada (Parliament) and the EU Delegation".
He also stressed that the relevant committee should urgently review the draft laws developed by the Ministry of Infrastructure with the support of European partners and submit it to the Verkhovna Rada (Parliament) for the vote: "We know that the Ministry of Infrastructure makes every effort to transpose norms of European legislation into the national legislation as much as possible. We have all the necessary tools and means, and now everything depends on political will".
"You can be sure that the EU supports the reforms of the Ministry of Infrastructure. We are also ready to provide the necessary support to the Transport Committee of the Verkhovna Rada (Parliament) in order to accelerate the implementation of the Association Agreement in the transport sector, which is the most important sector," Hugues Mingarelli added.
